Duties Description The incumbent will be responsible for managing a large volume of projects in accordance with the Department's programmatic, Uniform Procedures Act (UPA) and State Environmental Quality Review Act (SEQRA) regulations and responsibilities. More specific duties will include performing technical environmental analysis, research, and field investigations to determine the environmental impact of complex projects that are of regional significance and have the potential for significant environmental impact; overseeing selected Governor's Initiatives and major projects generated by Towns, Counties, and other NYS agencies; understanding the other agency's needs and capabilities, as a project sponsor, is crucial so that the environmental review of these projects is thorough and seamless; and executing supervisory responsibilities including direct supervision of Environmental Analyst 1s and trainees, timely performance evaluations, workload distribution, internal controls, training, and staff development.
Minimum Qualifications Minimum Qualifications:For Provisional Appointment:One year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as an Environmental Analyst 1.For Permanent Appointment:Reassignment - Currently in the title and an employee of DEC.orReinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orEligible for Transfer Under Section 70.1 - One year of permanent competitive service as an Environmental Program Specialist 2.For Non-Competitive Promotion:If there are no more than three individuals interested from among those in the departmental promotion field, it may be possible to make a permanent appointment via non-competitive promotion. To be eligible for non-competitive promotion, candidates must be actively employed by or on leave from the Department of Environmental Conservation and have one year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as an Environmental Analyst 1. Preferred Qualifications:Experience with all types of DEC environmental permit applications. Essential Functions:Must be well organized, able to multi-task, set priorities and communicate effectively.
