Job Description

Under the direction of the Strategic Project Manager Supervisor and as a member of the Strategic Implementation Team, manages and directs cross agency and inter-agency projects that support the Ohio Department of Education and Workforce’s (I.e., DEW) goals and strategies:


  • Performs all phases of project management, with activities & responsibilities resting across multiple offices within DEW and whose primary stakeholders are DEW Department, Section, and Office leadership;
  • Supports offices seeking to implement new projects or to improve current initiatives;
  • Works in close connection with agency leaders charged with overall direction of the project and/or initiative;
  • Coordinates efforts to ensure policy and systems align with DEW’s strategic plan for grants, programs, legislative initiatives and projects;
  • Administers, develops and/or supports rule reviews, grants, programs, projects, requests for proposal, and request for quotes;
  • Monitors progress of projects and initiatives for effectiveness;
  • Provides recommendations for efficiency based on findings;
  • Directs cross-agency workgroups for collaboration on projects and/or initiatives;
  • Directs, implements, and monitors policy and ensures compliance;
  • Responds to Ad hoc requests for information for policy development and decision-making.
Defines project requirements, quality standards & timelines:

  • Evaluates & accepts/rejects project deliverables;
  • Determines & mitigates risk to department;
  • Determines & allocates resources within and between projects;
  • Develops & directs project artifacts (e.g., to include statements of work, plans, objectives, milestones, & performance metrics);
  • Monitors activities (i.e., planned to actual) & measures progress in accordance with established project management methodology;
  • Coordinates assignment & engagement of resources including establishment of project objectives, milestones, & deliverables;
  • Manages cross-functional resource teams & initiates pursuit of continuous quality improvement initiatives;
  • Allocates resources & establishes project budgets;
  • Tracks budget, actual expenditures & task-level performance against project plan;
  • Interviews stakeholders to determine needs, expectations, project requirements, & priorities;
  • Assists with procurement issues (e.g., RFPs, controlling board requests, personal service contracts);
  • Assists in managing outsourced relationships & vendor activities;
  • Supports the vendor selection process (e.g., quotes, proposal review, bidder conferences);
  • Directs professional & technical staff in team environment;
  • Manages issues & change (e.g., cost, scope, resources);
  • Reports on project & team activities to senior management (e.g., project presentations, white papers, talking papers).
Develops and implements agency-wide training on leading projects:

  • Surveys staff to determine needs;
  • Creates presentations aligned to project management process groups;
  • Develops tools and templates for staff use;
  • Provides targeted training to staff;
  • Evaluates training effectiveness.


Performs other related duties as assigned.

Qualifications 3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.


  • Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
